Purpose

The charter aims at clarifying the guiding principles of Thien Chi, to help its members and staff to achieve the goals of the organization and in good coherence. It may also be used for partner organizations to better understand the goals, strategies and limitations of Thien Chi. The charter has been designed by the board, and only the board decides how the charter is applied.

Key principles for Thien Chi

  • Thien Chi is a non profit organization (NGO) which aims to support development programs, based on the following 3 key principles:
    • Development rather than charity: programs and actions are meant to be sustainable, i.e. they can continue after Thien Chi withdraws its financial & technical support. However many social programs cannot become financially sustainable: education, health etc. In this case Thien Chi prefers low costs actions, which make a transfer to local authorities or local organizations easier.
    • With and for the poorest: Thien Chi prefers to work in the poorest areas and for the poorest. Therefore Thien Chi concentrates on the rural areas where most of the poor live. However there are constraints which prevent to choose the poorest regions when administrative controls by the local authorities do not allow the Thien Chi team to operate freely in the field or when Thien Chi does not receive permission easily enough for its funders to pay short visits. Thien Chi limits its area of operation within a reasonable radius, to avoid spending too much time and funds on traveling.
    • Participatory approach: Thien Chi believes that the beneficiaries and everyone in the program areas should be entitled to fully participate in the programs. As a rule Thien Chi does not embark into programs where local participation in terms of time, support, ideas, finances, is poor.
  • Thien Chi only operates in strict conformity with the laws and regulations of Vietnam. As such it does not accept any form of corruption.
  • Thien Chi believes it is important to develop a strong team of young, motivated and competent development workers, which will also be an asset for the development of the country.
  • Thien Chi endeavors to develop constructive relations with other development organizations, inside and outside Vietnam. Rather than competition, cooperation the goal as no one organization can ever pretend to suffice for the development of a region, even small.

Ms. Nguyễn Thị Lành lives in Hamlet 7 - Nam Chính - Đức Linh - Bình Thuận. In the past, whenever I visited her, she would always complain about everything: "Oh dear, I feel so much pain, dizziness, constant fatigue, I can't eat..." But that day, when I visited her home, it was different from all the other times. There she was, with a fresh, cheerful, and lively face.

Mr. Hoàng An Hải - Đông Hà: "Without health insurance, I was always worried, afraid of getting sick. Every time I got sick, I tried to push through, but the more I worried, the worse the illness became. Whenever I got sick, I would buy some painkillers just to get by. Many times, I didn’t dare go for a check-up, fearing they’d discover more illnesses. I sincerely thank the Center for providing me with health insurance."

Lê Thị Phương Duyên, born in 2002 in Thuận Nam Town, Bình Thuận Province, is the daughter of a hardworking family with four siblings. Her father is a carpenter, and her mother takes care of the household and manages a dragon fruit farm with 500 vines. Despite their financial struggles, Duyên’s parents worked tirelessly to support their children’s education, often having to borrow money to cover tuition fees. Deeply aware of her family’s difficulties, Duyên was determined to study hard to ease the burden on her parents.

Due to the long duration of her treatment, her health has deteriorated. At one point, she fell and broke her leg, which left her unable to walk. Ms. Lan frequently suffers from pain in her arms and legs, has persistent insomnia, and is in very poor health. Thanks to the monthly donations from Give.Asia and various sponsors, the Thiện Chí Center has allocated part of the funding to purchase additional calcium and Amway nutritional powder for her.

Ms. Phan Thi Mong Nhi, residing in Hamlet 1, Duc Hanh Commune, Duc Linh, Binh Thuan, is currently participating in a loan program provided by the Thien Chi Center. Her household consists of four members. Her husband suffers from a stomach ulcer, frequently requiring hospital visits, which incurs significant medical costs. Due to recurring stomach pain, he cannot work steadily. Whenever his health permits, he does odd jobs for others, taking on whatever work is available.

Tăng Hùng An, born in 2003, and his twin brother Tăng Hùng Nam, also born in 2003, reside in Thôn 1B, Trà Tân Commune, Đức Linh District, Bình Thuận Province. Both brothers faced difficulties with language and learning. An's mother used to worry that her son would remain slow-witted, which caused her great concern. With the desire to help her children develop, she sought assistance from the Thiện Chí Center. In 2014, Thiện Chí visited the family, assessed the situation, and intervened to support both brothers. The initial phase was extremely challenging. Due to short-term memory issues, An would forget what he had learned quickly, but with perseverance from both Thiện Chí and the children, progress was made, one letter at a time. An studied from grade 3 until grade 6, at which point he stopped. By grade 6, An could read, write, and do math proficiently, and Thiện Chí evaluated that he had reached the necessary educational level to graduate from the program.
